Casino Self Exclusion in Malaysia, Singapore and Australia: What Each Scheme Blocks
Published · Updated · 10 min read · By the PlayersReports Editorial Team
Casino self exclusion is a formal request to be barred from gambling, and in all three countries it only reaches operators the local system can see. In Singapore, one application to the National Council on Problem Gambling (NCPG) keeps you out of both casinos, every jackpot machine room at private clubs and Singapore Pools’ online betting. In Australia, the free BetStop register blocks every licensed online and phone wagering company in one step, for anything from three months to life. Malaysia has no national scheme that we could find; the main formal option is the self-exclusion programme at the casino in Genting Highlands. None of the three can block an offshore website.
This guide compares the schemes side by side, explains what each one does and does not cover, and sets out how to apply and how hard it is to leave. Every rule below comes from the regulator’s or operator’s own pages, read in October 2026. There are no casino offers on this page and no links to operators.
The Three Systems Side by Side
| Singapore | Australia | Malaysia | |
|---|---|---|---|
| Main scheme | NCPG Self-Exclusion | BetStop, the National Self-Exclusion Register | Resorts World Genting Self-Exclusion Program |
| Run by | National Council on Problem Gambling | Commonwealth Government, through ACMA | The casino operator |
| What it blocks | Both casinos, jackpot machine rooms at private clubs, Singapore Pools online betting | About 150 licensed online and phone wagering providers | The gaming area at Genting Highlands |
| Shortest option | No end date; revocation possible after one year | 3 months | 7-day cooling-off |
| Earliest exit | Apply to revoke after at least one year | Apply after 3 months; removed 7 days later | Permanent option reviewed only after 6 months |
| Can family apply for you? | Yes, through a Family Exclusion Order | No | Not stated by the operator |
| Cost | Not listed as a fee | Free | Not stated |
The table hides one important difference. Singapore and Australia run their schemes in law, through a government council or regulator. Genting’s programme is a company policy. It may be run carefully, but it is a promise from the operator, not a register a regulator enforces on your behalf.
Singapore: Five Ways to Be Kept Out
Singapore has the widest set of tools of the three. NCPG lists four kinds of exclusion and three kinds of visit limit. All the exclusions apply to the same three activities: the casinos at Resorts World Sentosa and Marina Bay Sands, jackpot machine rooms at private clubs, and Singapore Pools online betting.
Self-Exclusion
You apply for yourself. NCPG’s rules, as published:
- Minimum age: 21.
- How to apply: log in with Singpass through the NCPG e-Services portal, or get help at a ServiceSG centre. NCPG’s office number for help with applications is 6354 8154.
- When it starts: immediately on submission. It “will remain in force until it is revoked by the Council”.
- What you choose: you can exclude yourself from one or more of the three activities.
- What it does: bars you from entering or staying on casino premises and from gaming there; bars you from jackpot machine rooms, except to do defined work; and blocks Singapore Pools account services if you already have an account, or stops you opening one if you do not.
- Leaving: NCPG requires you to have been on the exclusion “for at least a year” before you can apply to revoke it.
- Changing nationality: the exclusion stays in force even if your citizenship or ID changes.
The official list says Singapore Pools online betting. It does not mention betting over the counter at a Singapore Pools outlet, so do not assume a self-exclusion covers that. Organisations with a Corppass account can also submit group applications for employees or members, but only with each person’s consent.
Voluntary Visit Limit
Not everyone wants a full ban. A Voluntary Visit Limit caps how many times a month you can enter the casinos. You can choose 1, 2, 4, 6 or 8 visits per calendar month. It is open only to Singapore citizens and permanent residents aged 21 or over. You can apply to lower it at any time. You can apply to raise it, or to revoke it, only after a year. One detail catches people out: if you have already used up the number of visits you picked for the month you apply, you are excluded from the casinos straight away for the rest of that month.
Family Exclusion Order
Spouses, children, parents and siblings, including adoptive, step and half relations, can apply to exclude a family member “whose gambling has caused serious harm to the family”. The process is closer to a tribunal than a form:
- You apply online with Singpass and can upload evidence such as casino entry levy tickets, pawn tickets, credit card bills, letters of demand or police reports.
- NCPG contacts you within three working days.
- A Committee of Assessors hears the case, usually about two weeks after the application. The family member receives a summons and can consent or object.
- You are told the outcome by courier, usually by the next working day.
If the Council is satisfied that further harm is imminent, it can make a Provisional Family Exclusion Order while the application is pending. Two things to know before applying: the person will be told who applied, and the order cannot be limited to one product. It covers the casinos, jackpot machine rooms and Singapore Pools online betting together.
Third-Party Exclusion and Visit Limits
NCPG can also act without anyone applying. Singapore citizens and permanent residents who visit the local casinos may receive a letter asking for financial documents: payslips, three months of bank statements, CPF contribution history and credit bureau reports. The Committee of Assessors then decides whether a visit limit, an exclusion or no order is appropriate. Anyone given a proposed order has 14 days to object.
Exclusion by Law
Some people are excluded automatically under the Casino Control Act. That applies to undischarged bankrupts and to people receiving certain kinds of state help, including ComCare financial assistance, living in an HDB rental flat under the Public Rental Scheme, or receiving legal aid or government-funded criminal defence aid. It lasts until the person is no longer on the scheme. Since 29 May 2026, people under this exclusion who must enter a casino for work can do so through staff or vendor entrances without applying to NCPG.
Remember the wider legal picture here. Singapore Pools is the only legal online option, and our guide to online casino law in Singapore explains why playing on any other site is itself an offence. Self-exclusion protects you from the legal operators; the law already forbids the rest.
Australia: BetStop and What It Leaves Out
BetStop, the National Self-Exclusion Register, is run for the Commonwealth Government and overseen by ACMA. Registering takes “about 5 minutes” according to the register’s own site.
How Registration Works
You need a mobile number, an email address and one of: an Australian driver licence, an Australian passport or a Medicare card. If you have none of these, BetStop asks you to call 1800 238 786 to arrange another way to verify your identity. Then you choose how long to exclude for, from a minimum of three months up to a lifetime.
Once you are registered, every licensed online and phone wagering provider must close your accounts and refund any credit. They must not let you bet, open a new account or send you marketing. ACMA states plainly that “you cannot select which providers to exclude from”. It is all or nothing, which is the point.
Support People
You can name up to five support people: a partner, relative or friend who has agreed to the role. BetStop contacts them when you register, if you extend, if you try to end the exclusion early, when it is about to end, and if you remove them. That is a quiet but real safeguard, because an early exit cannot happen without someone you trust hearing about it.
Getting Out Again
You can extend at any time, but you can never shorten a period you chose. To leave early you must:
- have been excluded for at least three months;
- submit a Commonwealth statutory declaration confirming you have discussed the decision with a qualified counsellor, psychologist or doctor;
- wait seven days, during which you can withdraw the request and your support people are told.
When the period ends, your old betting accounts stay closed. To bet again you would have to open new ones, which is a deliberate extra step.
The Gaps
BetStop covers wagering: online and phone betting with licensed Australian bookmakers. It does not cover pokies in pubs and clubs or land-based casinos. ACMA notes that state and territory schemes and single-venue programmes run separately and “cannot integrate” with BetStop, so if venues are part of the problem you need to sign up for those separately. Joining BetStop does not transfer you onto any other register, and existing registrations do not carry over to BetStop.
Online casinos sit outside BetStop for a different reason. ACMA’s summary of the Interactive Gambling Act 2001 lists online casinos among the services that are illegal to offer to people in Australia. No Australian-licensed online casino exists to put on the register. Offshore casino sites that take Australians anyway are not bound by BetStop, and our page on online casino rules in Australia covers what that means for players.
What Changes in 2027
On 19 August 2026 Parliament passed the Interactive Gambling Amendment (Gambling Reform) Bill 2026. ACMA says it includes measures to strengthen BetStop and limits on marketing inducements to people who left BetStop within the previous three months. ACMA says most of the reforms start on 1 January 2027 and that more detail is still to come, so check the register’s site rather than relying on summaries.
Malaysia: An Operator Programme, Not a Register
Malaysia does not license online casinos, so there is no online register to join. Our guide to Malaysia’s online casino laws covers the Common Gaming Houses Act and the separate Syariah prohibitions for Muslims. The formal self-exclusion option we found is at the casino of Resorts World Genting in Genting Highlands. The resort’s own website’s casino section asks visitors to confirm they are over 21 and, if they are Malaysian citizens, that they are not Muslim.
Genting publishes a Self-Exclusion Program with two options:
- Permanent Casino Self-Exclusion: bars you from entering the casino at Genting Highlands. Revocation can only be requested six months after the exclusion starts and is “subject to our stringent review”.
- Temporary Casino Self-Exclusion: a seven-day cooling-off period.
Applications can be made online, and the operator lists a 24-hour responsible gaming hotline on +603 6105 9557. It also staffs a Responsible Gaming Corner inside the casino from noon to midnight daily, and its trained ambassadors can help with enrolment or refer you to counselling. For electronic gaming machines there is a voluntary Set My Limit tool for time-at-game, time-of-day and daily spending limits, tied to the Genting Rewards card.
This programme is narrower than the other two schemes. It is run by the operator, covers one venue, and does not involve any public register we could find. For a Malaysian whose gambling happens on offshore apps or websites, which is where most of the risk lies, no formal exclusion scheme reaches those sites at all.
What Self-Exclusion Cannot Do
Each of these schemes binds the operators it was built for. None of them touches an unlicensed site run from abroad. That gap matters most in Malaysia, but it exists in Singapore and Australia too. If offshore sites are part of the picture, self-exclusion alone will not keep you out. These steps help close the gap:
- Ask your bank about gambling blocks. Ask whether it can stop card payments to gambling merchants and how quickly such a block could be lifted. A delay before removal is a feature, not a flaw.
- Use blocking software on every phone, tablet and computer you use, not just one.
- Exclude at the operator level as well. Any site you already have an account with should have a self-exclusion or account-closure option in its settings.
- Tell someone. BetStop’s support-person design works because it adds a second person to the decision. You can copy that idea with any scheme.
- Remove the money first. Lower card limits, cancel stored payment details and keep savings where they are slow to reach.
Self-exclusion is also not a cure in itself. It is a barrier that buys time. Counselling and peer support are what most people pair it with, and the counselling requirement before leaving BetStop exists for that reason. Our responsible gambling resources list warning signs, limit tools and support services.
Where to Get Help
Gambling is for adults aged 18 and over, and 21 and over for Singapore’s casinos and Genting. If gambling is costing you money, sleep or relationships, these services are free and confidential:
- Singapore: National Problem Gambling Helpline, 1800-6-668-668, and NCPG webchat, 8am to 11pm daily. NCPG also runs counselling and the exclusion services above.
- Australia: National Gambling Helpline, 1800 858 858, available 24 hours a day, and Gambling Help Online for chat and email counselling.
- Malaysia: we did not find a government-run national helpline. Gambling Therapy, a free global service from the UK charity Gordon Moody, offers online support and multilingual forums. Genting’s own 24-hour hotline, +603 6105 9557, handles its self-exclusion programme.
If you are worried about someone else, you can get support too. That applies whether or not they are ready to exclude themselves.

Frequently Asked Questions
How long does casino self-exclusion last in Singapore?
There is no fixed end date. NCPG says a Self-Exclusion takes effect immediately after you submit it and stays in force until the Council revokes it. You can only apply to revoke it after you have been on the exclusion for at least a year, and you must be at least 21 to apply in the first place.
Does BetStop block online casinos in Australia?
BetStop covers Australian licensed online and phone wagering providers, which ACMA puts at about 150 companies. Online casinos are not among them, because the Interactive Gambling Act 2001 already bans online casinos from being offered to people in Australia. That also means BetStop cannot stop an offshore casino from taking your money; only you, your bank and blocking tools can do that.
Is there a national self-exclusion scheme in Malaysia?
We could not find one. Malaysia licenses no online casinos, so there is no online register to join. The formal option we found is the casino at Resorts World Genting, which runs its own programme: a permanent casino self-exclusion that can only be reviewed after six months, and a seven-day cooling-off option. Both apply to the gaming area at Genting Highlands only.
Can I exclude a family member from gambling?
In Singapore, yes. A spouse, child, parent or sibling can apply to NCPG for a Family Exclusion Order, which a Committee of Assessors decides at a hearing usually held about two weeks after the application. In Australia, no: BetStop says only the person themselves can register, though you can be named as one of up to five support people.
Can I end a self-exclusion early if I change my mind?
Only after a minimum period, and never instantly. BetStop lets you apply to leave after three months, with a statutory declaration that you have seen a counsellor or doctor, and removal then takes seven days. Singapore's NCPG requires at least a year before you can apply to revoke. Genting reviews revocation requests only after six months.
Will self-exclusion stop me gambling on offshore websites?
No. Every scheme in this guide is tied to operators that are licensed or physically present in that country. Offshore sites are not on BetStop and are not bound by NCPG orders. If offshore sites are part of the problem, pair self-exclusion with a gambling-transaction block from your bank, blocking software on your devices and support from a helpline.
